Purpose of the Job
The Office of Humanitarian Assistance (OHA) under USAID/Ethiopia plays a pivotal role in orchestrating the United States Government’s emergency humanitarian response efforts within Ethiopia, while also fostering the progression from relief to sustainable development. In collaboration with USAID’s Bureau for Humanitarian Assistance (BHA), OHA extends crucial life-saving humanitarian aid encompassing provisions like food, water, shelter, emergency medical care, sanitation, hygiene, and vital nutrition services.
OHA’s approach to humanitarian aid is comprehensive, spanning across all phases of a crisis—ranging from preparedness and immediate response to recovery and relief. This approach is not limited to emergency situations; it encompasses ongoing initiatives that establish the groundwork for intertwining humanitarian aid with long-term development objectives. This approach ensures that the developmental achievements of both the U.S. Government (USG) and the Government of Ethiopia (GoE) remain safeguarded.
Within the Humanitarian Programs Team of OHA, the Specialist holds a significant position. Reporting to the Project Management Specialist (Humanitarian Team Leader) and lacking formal supervisory duties, the Specialist assumes the responsibility of furnishing technical expertise, strategic vision, and effective activity management for the Office of Humanitarian Assistance. This role includes providing adept guidance and strategic direction for multi-sectoral humanitarian projects, undertaking the role of an activity manager for BHA initiatives, and closely overseeing BHA-related activities.
Duties and Responsibilities
- Lead or contribute to shaping humanitarian initiatives that enhance nutrition, food security, resilience, and livelihoods, with the aim of alleviating suffering and mitigating the impacts of humanitarian crises.
- Fulfill the role of an Activity Manager for up to seven (7) awards. Contribute to evaluating concept notes and developing annual work plans. Review performance reports to ensure implementing partners comply with GOE and USAID requirements.
- Design and implement on-site monitoring of activities, including the creation of monitoring checklists, prompt reporting, and delivering field-level insights to partners and host communities. This engagement strengthens activity performance and result attainment.
- Analyze and apprise USAID managers about activity performance, results achieved, and any arising issues. Provide support in coordinating and analyzing monitoring data, evidence, and insights related to resilience, food security, and related subjects.
- Engage in and ensure the efficacy of site and other field visits, fostering their impact and effectiveness.
- Identify and facilitate the procurement of short-term technical assistance, ensuring their alignment with and contribution to the Mission’s development portfolio.
- Coordinate site visits and formulate resource materials for delegations from USAID, the State Department, and other relevant agencies.
- Craft reports and formulate responses to a diverse array of requisites, including addressing information queries from the Mission Director, Embassy, USAID/Washington, and Congress.
- Serve as a representative of USAID as required, participating in designated national, regional, and international meetings.
- Generate briefing materials, presentations, and aid in preparing sites for visits by delegations from USAID Headquarters (HQ), the Department of State, various agencies, and Congress.
Education
- Minimum of bachelor’s degree in business administration, International Affairs, Social Science, Health, Agriculture, or Humanitarian Assistance
Experience
- A minimum of five years of progressively responsible experience in humanitarian assistance, international development, emergency response, health, resilience, and/or disaster risk reduction, collaborating with and/or working for a large governmental organization, donor organizations, the host country government, or other related organizations.
Language
- Excellent written and spoken English and Amharic (Level 4).
