Background
Position Purpose
Under the guidance and supervision of the Deputy Resident Representative, the Team Leader, Partnerships Development and Results Management Unit (PDRM) acts as an advisor to Senior Management of UNDP Ethiopia on all aspects of the Country Office (CO) programme with specific focus on strategic partnerships and resource mobilization and results-based management (RBM).
The team is responsible for four key functional areas: strategic planning, partnerships, support to programme management, and management and reporting of financial resources.
The Team Leader, Partnerships Development and Results Management Unit (PDRM) supervises a team of professional and support staff in the country office and works in close collaboration with the Programme and Operations Teams, staff of other UN Agencies, UNDP Regional and HQs staff and Government Officials, international and local media, multi-lateral and bi-lateral donors and civil society.
The Team Leader will also be directing the Programme Implementation Support Officers with reference to overseeing and coordinating with Programmes on delivery monitoring and reporting in the field.
Duties and Responsibilities
- Undertake ongoing assessment and analysis of the political, social and economic situation in the country in order to advise on programme strategy;
- Based on ongoing assessment and analysis, identify new opportunities for new programme and project development; and adjustment of programme and project implementation, in line with the Common Country Assessment (CCA), United Nations Development Assistance Framework (UNDAF), Country Propramme Document (CPD), Country Programme Action Plan (CPAP), Annual Work Plan (AWP) and other key planning frameworks;
- Support and advise Programme Units (Governance and Capacity Development, Economic Growth and Poverty Reduction and Climate Resilient Green Growth) on project identification and development;
- Ensure UNDP Programme in Ethiopia fully operationalizes all key result areas identified in the UNDAF/CPD in collaboration with the main partners and other UN Agencies;
- Manage the PMSU.
- Support implementation of the CO partnerships and resource mobilization strategies to achieve Programme outcomes;
- Establishing, deepening and coordination of partnerships with the UN agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society, etc.;
- Support identification of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities;
- Identification of possibilities for UN joint programming & other partnership development opportunities;
- Oversee the management of the Pooled Funded projects of the Development Assistance Group (DAG);
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing;
- Undertake analysis of a partnership survey and develop and oversee the implementation of an action plan, within a broader partnership and resource mobilization strategy, to improve partnership results.
- Promote effective application of RBM tools in programme and project cycle management;
- Support business processes mapping and establishment of internal Standard Operating Procedures in RBM, and advise on controls of the workflows in the Programme Units;
- Provide technical, advisory and oversight support in programme and project cycle management; including planning, budgeting, implementing and monitoring, ensuring the application of UNDP Programme policies and procedures;
- Undertake continual monitoring and analysis of the Programme environment, to recommend opportunities for new Programme development and timely readjustment of programme;
- Ensure that periodic Results-Oriented Annual Report (ROAR) data and information are inputted timely.
- Ensure implementation & maintenance of programme resource planning & M&E systems;
- Coordinate with Operations & Programme teams to ensure proper planning and utilization of resources;
- Continually review information, reports and trends on programme resources to provide analysis and recommendations for senior management;
- Oversee the donor relation and programme implementation support staff with a view to further programme delivery;
- Development and conduct of a Competitive Landscape Analysis of partners, their priorities and characterization of their relationships/partnerships;
- Strengthen the strategic direction of the UNDP Programme in Ethiopia;
- Coordinate NIM Audit and HACT implementation;
- Create, write and co-coordinate timely reports.
- Lead efforts to develop and institutionalize a culture of lessons learning, knowledge building and knowledge management in the CO;
- Identification and analysis of sources of information related to policy-driven issues;
- Development of mechanisms to ensure identification and synthesis of good practices and lessons learned directly linked to Programme goals, and their feedback into ongoing programme development and implementation;
- Advise Programme Units in their support to advocacy networks, policy dialogues and campaigns of national level, and/or linked to international networks;
- Promote sound contributions of UNDP Ethiopia to UNDP corporate and other knowledge networks and communities of practice;
- Support the formulation of office learning plan, based on lessons learned & identified weaknesses;
- In close cooperation with the Learning Manager, organization of trainings for the operations/projects staff on relevant programming issues as identified in the learning plans.
- Ensure effective human resource management including staff and short-term consultants;
- Actively support staff well-being and career development through various means;
- Promote teamwork within the Unit and across the CO;
- Oversee the recruitment of top-quality expertise in the programme and take part in the assurance of the quality of their deliverables;
- Supervise procurement of goods and services including quality assurance of specifications, review of Terms of Reference (TORs) and Request for Proposals (RFPs) to accomplish results and in accordance with UNDP procedures;
- Participate in other managerial functions as needed, including representation, as requested by the supervisor/Resident Representative;
- Oversees the process, quality and outcome of the monitoring, evaluation and performance measurement of programs and projects towards compliance with CPD and UNDP strategic plan.
Education
- Master’s degree or equivalent in Economics, Political Science, International Relations, Development or related fields.
Experience
- Minimum 7 years of relevant experience at the national or international level in planning and management of resources, research and policy-level analysis;
Knowledge and Skills
- Previous experience with a multilateral or international organization;
- Experience in partnership building;
- Evidence of strategic level engagement involving a programme that is focused on delivery of development results;
- Strong and demonstrable evidence of ability to establish and maintain strategic partnerships and support resource mobilization efforts of an organization whether UN, govt, NGO, etc;
- Demonstrable experience in programme and risk management, quality assurance and with evidence of knowledge of and use of RBM methodologies and tools;
- Experience in multi-stakeholder facilitation, negotiation and consensus building skills and evidence of analytical, writing and communication skills;
- Experience of working effectively with high level government officials, donor partners & civil society;
- Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.
Language
- Fluency in English.
- Knowledge of one more UN official language as well as the official national language is desirable
