Islamic Relief is an international relief and development charity founded in 1984 with its headquarters in Birmingham, UK. As well as responding to disasters and emergencies, Islamic Relief promotes sustainable economic and social development by working with local communities – regardless of race, religion or gender. The office officially started its operation in Ethiopia in 2004. Islamic Relief Ethiopia (IRE) is operational in the Somali Regional State with a base office in Hargelle, Elkere, Bare and Dekasuftu, Afar Regional State; Ewa and Gulina, Oromia Regional State; Borena, Chiro and Meayso and an additional operational office in Addis Ababa.
Purpose of the Job
The primary role is to oversee and manage all institutional and non-institutional grants within IRE. This involves budget planning, fund transfer, implementation, variance analysis, and reporting in compliance with donor, government, and IRW policies. The goal is to ensure smooth grant implementation, monitoring, reporting, and timely closure.
Duties and Responsibilities
- Ensure the Accounting system related to all grants is working properly, and administer user access administration and consolidate field office financial data to the head office financial book accounting system timely.
- Prepare interim, quarterly and final donor reports related to all grants on timely basis.
- Checking and ensuring that all the grant document and coding are correctly posted to the Accounting system in accordance with project class and customer job segregation. Ensure details Expenditures are equal to each class of donor expenditures in all project area office.
- Prepare and distribute monthly Budget VS Actual Report to budget Holders for variance analysis and grant meeting to take corrective actions related to all running grants And to work closely with budget holders for budget preparation, Variance analyses, budget mapping, budget amendment & reporting on timely bias.
- Reconcile closed grants expenditure & income to collect or refund remaining income from Donor or to donor and ensure and follow up no Expenditure is posted to the system after the grant is closed.
- Prepare monthly cash forecasts and cash requests from HQ and institutional donors for all the grants
- Ensure and follow up all Area office transactions related to grants are updated and proper accounting records are maintained timely by Finance officers.
- Collecting bank statements & Advices from bank monthly & follow up Bank reconciliation is done and documented timely by finance officers for all grants on timely basis
- Follow up Donor Grant audits & Annual internal & external audit. Ensure audit financial documents of relevant grants are arranged sequential, leveled and stamped properly
- To take back up of the Quick books regularly (daily) to avoid risk of data loss related to the running grants coordination and line management-Coordinate and line manage PDP project finance officers and cashiers.
- Regularly Communicate and update relevant staff/budget holders and on timely basis for reporting and cash transfers based on the expenditures.
- To maintain budget on the system for approved Grants.
- To ensure/follow up the committed/Accrued costs are properly recorded and expenditure is made accordingly for all relevant grants
- To do additional tasks given by the Finance Manager and or the Country Director
Education and work experience
- MA or BA degree in Accounting and Finance or related fields with at least 10/8 years relevant experience in international NGO environment, in directly managing grants from large international donors (USAID, BHA, GAC, EU, ECHO… etc)
Skills and Competences
- Having Professional accountancy certification (ACCA) is preferable.
- Must have Proven experience in financial management in international humanitarian or development organizations and NGO environment
- Must have Proven experience in analyzing and interpreting financial data and information for decision making
- Must have experience in using one or more accounting software package
- Must have Knowledge and experience of international donor reporting requirements
- Excellent IT skills, especially Excel and other MS Office applications
- Good interpersonal, as well as verbal and written communication skills in English and Amharic.
- Able to plan, prioritize and organize self and others
